
The City of Caldwell created a trust fund account to distribute funds from the Office of Justice Programs, U.S. Department of Justice, FY2009 Byrne JAG grant. Funding was determined through a formula based on population and crime statistics. This was not a competitive grant, but an allocation to be expended in the following three years for a total of four years to each organization as agreed upon by Chief Allgood, Chief Augsburger, and Sheriff Chris Smith. Each department is now responsible to distribute the funds, track their program and report this information back to the City of Caldwell.

Law enforcement agencies proposed to use funds for:
- Forensic interviews at the Family Justice Center for alleged victims of child sexual abuse.
- Family Justice Center services to aide in the investigation and prosecution of domestic violence victims
- Administrative costs; ten percent of the award can go to cover administrative costs
- Purchase one new patrol car; to include setup
- Purchase one new radar tailer to assist traffic enforcement
- Electronic monitoring for pre-trial release of inmates
