| Local Improvement Districts (LID) are administered by the Engineering Department to fund infrastructure improvements. The authority and procedures for LID’s is found in Idaho State Code, Title 50, chapter 17. In general, LID’s are a financing mechanism used by the City to construct street, water, and sewer improvements for property owners. The City provides design, construction management, and interim financing. The property owners pay for the cost of construction based on the benefits derived, and the costs can be repaid over a period of time, usually ten years. The Miscellaneous Concrete LID is currently available for property owners wishing to install or replace curb, gutter, or sidewalk, including downtown decorative improvements. The Miscellaneous Concrete L.I.D. ( Local Improvement District ) is a program created to help property owners make curb, gutter and sidewalk improvements in front of their property with the option of paying for the improvements over a 10 year period. The City of Caldwell will design and construct the improvements. Details can be found in various sources presented here.
